Cisco Catalyst IR1100 Rugged Series Routers with pluggable modems inserted might fail to boot the image during the upgrade to Cisco IOS XE Release 17.5.1. This issue often occurs without any additional messages displayed on the console.

This issue occurs when a Cisco Catalyst IR1100 Rugged Series Router with pluggable modems inserted is upgraded to Cisco IOS XE Release 17.5.1
Two symptoms for this issue are:
When an IR1101 router boots Cisco IOS XE Release 17.5.1, it will display these messages to the console, stall for a couple of minutes, and return to ROMMON.

Solution
The customer must upgrade to Cisco IOS XE Release 17.6.1a.
Workaround
The customer can remove the pluggable modem and power-cycle (that is, disconnect the power cord and reconnect) the device to bring up the Cisco IOS XE Release 17.5.1 image. It is possible that reinserting the pluggable modem might result in the device again failing to boot.
