When a SPA is inserted into an active CRS1-SIP-800 Jacket card, if the onboard FPD image is 'down-rev' by comparison to the FPD image bundled in the IOS-XR image, a Syslog message will be emitted indicating that an upgrade is required.
Performing this upgrade on SPAs or Jacket cards which have the new PROM Hardware onboard would overwrite the FPD images. The SPA will then fail with the same symptoms as DOA hardware.
A recent hardware PROM change to SPAs and the SPA carrier introduced this issue.
If an upgrade is performed, the software will compare the FPD version present on the SIP or SPA and will skip the upgrade attempt if the version is the same as, or newer than, the FPD version contained in the IOS-XR image. If the FPD version is older than that contained in the IOS-XR image, the new code will be applied to the SIP or SPA. The SPA will remain operational until the SPA is reloaded. On reload, the SPA may not return to service. On the SIP card, an error message will be reported after the upgrade is conducted. The SIP will remain operational until the SIP is reloaded. On reload, the SIP may not return to service.
If an upgrade using the force option is used, the comparison check will be bypassed and a new FPD image applied to the SIP or SPA. The SIP or SPA will remain operational until the SIP or SPA is reloaded. On reload, the SIP or SPA may not return to service. Care must be taken here since if the force option is used together with the location all option, all devices containing FPD modules will be upgraded regardless of the FPD version present on the device.
If a SPA with new PROM hardware is upgraded, then the SPA will remain operational until it is rebooted, at which point it will fail to return to service. If a SIP with new PROM hardware is upgraded, error messages will be seen once the upgrade has taken place. The SIP will remain operational until it is rebooted, at which point it will fail to return to service.

If you have a SPA or SIP card which has been upgraded, then reloaded, and is now inoperable, contact the TAC to arrange an RMA.
Workaround:
Do not perform the SPA FPD upgrade even if the system reports that this is necessary. When a SIP or SPA is inserted, even if the error message indicating that an upgrade is required is reported, the SIP or SPA is still fully operational. The upgrade is not required for the SIP or SPA to enter service.
Solution:
Contact TAC for the appropriate SMU update or IOS-XR Release to resolve this issue.
The comparison of the FPD image version contained on the SIP or SPA and that contained in the IOS-XR image can be seen by issuing the show hw-module fpd location all command. The last column in the output of the show command will state if an upgrade is required or not.
Any boards listed below as having a new PROM will encounter errors after the upgrade process. The old PROMs do not have issues after the upgrade process:
